After that, I can't say for sure yet. Some of the older parts of the game, including some code, have turned out to be not that future-proof, and that will make adding new scenes and features harder over time, unless we get rid of it soon (which would likely break saves).
But if that happens, it'll definitely be the last time, and we will offer some way to unlock the old content quickly, so players don't need to start over and spend hours redoing everything. I hate that in other games, too, so we'll look for ways to make that as painless as possible, if it becomes necessary.
In 0.13.1 not yet, you'll have to wait for the public release of 0.14 in 10 days. The scene as such doesn't have any special requirement though, apart from the time of day (evening or weekend afternoon, and of course she needs to be unlocked as lewd option already).
It may have just not installed properly as it wasn't letting me delete the apk file either until after I restarted my phone but after that I deleted the apk file and redownload ed it and this time it installed. Haven't had an issue like that before so not sure what happened to cause it to not download properly. Sorry

When will the Version 0.14 be Public ?

The feature is there and there will be more scenes later, but right now there's only a dream in the game involving pregnancy.
The Android download doesn't work. It will download the apk but then when trying to install it it's unable to parse the package and won't install
